Who chooses the product label
In the CFPB database, the product is the type of product the consumer identified in the complaint, and the same applies to sub-product, issue and sub-issue 2. The label is the consumer's choice and not a finding. The CFPB says the database is not a statistical sample of consumers' experiences, and that a company's complaint volume should be read with its size and market share in mind 3.
Other bodies use their own product trees. The FOS groups products into families such as Personal Bank Accounts, Credit Card Accounts and Motor Insurance, and shows small counts as <10 4. The FCA uses five product groups for firm-reported complaints 5.
United States: CFPB, 2025
One submission can name up to four companies, so one credit reporting problem can create several complaints, one for a furnisher and one for each nationwide credit reporting agency 1. Companies returned about 302,200 complaints as duplicates in 2025 1.
United Kingdom: FOS and FCA
FOS figures count new complaints brought to the ombudsman in a quarter. FCA figures count complaints firms received themselves in a half year. They are different stages and should not be compared one for one 4,5.

Issue as well as product
Product counts say what a complaint was about, not what went wrong. Several bodies publish issues too. OBSI's top banking issue in Q2 2026 was fraud with 675 cases, and its top product and issue pair was e-Transfer fraud with 244 8. The FSPO reported that disputed transactions, including fraud, made up 34% of banking complaints in 2025 9.
